In pre-modern societies, the state was often seen as the primary actor, with little distinction between the state and society.
Civil society, as we understand it today, was virtually non-existent, as societies were largely agrarian and organized around kinship and hierarchical structures.
With the advent of modernity, the notion of civil society began to emerge, particularly in Europe during the Renaissance and the Enlightenment.
The rise of capitalism and the growth of urban centers led to the formation of new social groups and associations outside the control of the state.
This period saw the rise of voluntary associations, clubs, and organizations that operated independently of the state.
Civil society was viewed as a realm separate from both the state and the market, where individuals could come together to pursue common interests and goals.
This period saw the proliferation of civil society organizations such as trade unions, religious groups, philanthropic organizations, and political parties.
The rise of the welfare state in the 20th century brought about a new relationship between civil society and the state.
The state began to play a more active role in regulating and coordinating civil society organizations, particularly in providing social welfare and managing labor relations.
This period saw the emergence of corporatist arrangements, where the state recognized certain civil society organizations as legitimate representatives of particular social groups (e.g., trade unions representing workers).
With the rise of neoliberalism, there has been a renewed emphasis on the autonomy of civil society from the state.
Neoliberal policies have sought to reduce the role of the state in social and economic affairs, leading to a resurgence of independent civil society organizations.
However, critics argue that neoliberalism has also led to the commodification and marketization of civil society, as organizations are increasingly reliant on market mechanisms for funding and support.
Overall, the evolution of civil society in its relationship with the state has been marked by a shift from a largely autonomous sphere in the liberal period to one that is more closely integrated with the state in the welfare and corporatist periods, and then back to a more autonomous position in the neoliberal period.
