Assignment I
Answer the following questions in about 500 words each.
Q.1. Define Indigenous people. Discuss the problem of identification of Tribes as Indigenous peoples
Answer. Cultural diversity being a reality of Indian society, India has been perceived more in terms of differences than similarities. The multiple identities in terms of which the differences have been perceived are:
• religion,
• territory or region,
• language and
• caste.
These categories were reinforced during the British rule through the decennial enumerations and classification of the population into groups and categories. One of the major intellectual and administrative preoccupations of the colonial
state was to reinforce these categories and turn them into groups. To these existing categories, a new social category was added during this period. This was the category of the tribe, which gradually took the form of a group.
In India, the term ‘indigenous people’ is often used interchangeably to mean tribes and other traditional forest dwellers. In fact, some people consider the term ‘adivasi’ to be more apt in the Indian context.
The intention behind these terms is to use them to mean a certain category of people. However, over the last few decades, the term has been a source of contention and political movements, with many people belonging to certain lingual and regional groups laying claim to these terms.
According to the Judgment of November 28, 2007, of Inter-American Court of Human Rights in the case of the Saramaka People v. Suriname, tribal people may not be indigenous to the region (they inhabit), but must “share similar characteristics with indigenous peoples, such as having social, cultural and economic traditions different from other sections of the national community, identifying themselves with their ancestral territories, and regulating themselves, at least partially, by their own norms, customs, and traditions”.
In India, people with indigenous characteristics are known by many names, such as ‘scheduled tribes,’ ‘tribes’, ‘adivasi’, ‘janajati’, ‘girijan’, ‘vanvasi’, ‘vanyajati’, and ‘hill tribe’. The tribal people of India are called ‘Scheduled Tribes’ in the Indian constitution. The question of tribes in India is closely linked with administrative and political considerations. Many groups and communities are increasingly demanding their inclusion in the list of scheduled tribes of the Indian constitution. That partly explains the steady increase in the proportion of the scheduled tribe population in India especially in the period between 1971 and 1981.
