1. Compare India’s foreign policy under UPA and NDA –II regimes.
India’s foreign policy has seen distinct characteristics under the United Progressive Alliance (UPA) and the National Democratic Alliance-II (NDA-II) governments. It is crucial to note that foreign policy is a continuum, and change is often evolutionary, not revolutionary.
Under the UPA regime (2004-2014), headed by Prime Minister Manmohan Singh, India’s foreign policy was geared towards fostering a multi-polar world order and integrating India into global economic systems. The ‘Look East Policy’ was transformed into the ‘Act East Policy’, signalling a more proactive approach towards Asia, particularly Southeast Asia. This period saw a significant consolidation of relations with the Association of Southeast Asian Nations (ASEAN).
The UPA government also sought to reset relations with the United States, culminating in the landmark India-US Civil Nuclear Agreement of 2008. This agreement not only symbolized a shift in Indo-US relations but also had a transformative impact on India’s standing in the international nuclear order.
The UPA government pursued a policy of dialogue with Pakistan despite several hiccups, with the Sharm el-Sheikh joint statement of 2009 being particularly controversial. Relations with China were marked by a mixture of competition and cooperation, as exemplified by the boundary defence agreement signed in 2013.
Under the NDA-II regime (2014-present), led by Prime Minister Narendra Modi, India’s foreign policy has seen a marked shift in emphasis. There has been a renewed focus on India’s immediate neighborhood with the ‘Neighborhood First’ policy, symbolizing a more proactive and engaging stance towards South Asia.
The Modi government has demonstrated a more assertive stance on China, as seen in the Doklam standoff in 2017. There has been a strategic push to counter China’s influence through initiatives such as the Quadrilateral Security Dialogue (‘Quad’) involving the US, Australia, Japan, and India.
Under NDA-II, Indo-US ties have further deepened, with increased defence and security cooperation, including the signing of foundational defence agreements such as COMCASA and BECA. However, occasional disagreements, particularly on trade and climate change issues, have punctuated the relationship.
The NDA-II’s Pakistan policy has been inconsistent, veering between outreach (as in the surprise Lahore visit by Modi in 2015) and a hardline stance following terror attacks. The abrogation of Article 370 in Jammu and Kashmir has added another layer of complexity to the Indo-Pak relations.
In conclusion, while the UPA pursued a more nuanced, multi-polar approach to foreign policy, the NDA-II has adopted a more assertive, neighborhood-centric stance, with a clear focus on balancing China’s rise and strengthening strategic ties with the US. Both regimes have faced challenges in managing relations with Pakistan, reflecting the inherent complexity of that relationship. While the foreign policies of the UPA and NDA-II have differences in emphasis and execution, they share the broader strategic objective of enhancing India’s global standing and safeguarding its national interests.
