Answer the following in about 500 words each. 20X2= 40

a. What is Public Health? Briefly discuss its importance in the management of COVID 19.

As the country responds to coronavirus disease 2019 (COVID-19), the role of public health in ensuring the delivery of equitable health care in rural communities has not been fully appreciated. The impact of such crises is exacerbated in rural racial/ethnic minority communities. Various elements contribute to the issues identified in rural areas, including a declining population; economic stagnation; shortages of physicians and other health care providers; a disproportionate number of older, poor, and underinsured residents; and high rates of chronic illness. This commentary describes the challenges faced by rural communities in addressing COVID-19, with attention on the problems faced by southeastern US states. The commentary also will address how the COVID-19 Community Vulnerability Index could also be used as a tool to spot communities at heightened risk for COVID-19 on the idea of 6 clearly defined indicators.

Rural communities are heterogeneous. In 2010, 19.3% of the US population resided in rural areas, compared with 54.4% in 1910, with the very best concentration being within the southeastern us . The southeastern region includes Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Texas, and racial and ethnic minorities structure 19% of the whole rural population (1). Socioeconomic characteristics influence the danger of infection with severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). for instance , in Mississippi, approximately 20% of the population lives in poverty (2). In 2019, Mississippi, Louisiana, Arkansas, and Alabama were ranked because the country’s least healthy states (2). This statistic is vital , because the less healthy the population, the more likely the epidemic is to possess fatal consequences. additionally , the weaker the health system, the harder it’s to contain the virus.

Challenges for Rural Communities
As the COVID-19 outbreak continues to put a burden on hospitals throughout the us , concern is growing that a lot of hospitals, especially rural hospitals, might not have the financial reserves to stay fiscally viable. Most rural hospitals operate tight budgets, and that they believe high-profit services, like elective surgery, to stay them in business. for several rural hospitals, canceling these profitable services to deal with the COVID-19 pandemic may end in financial catastrophe (5).

The closure of rural health care facilities or the discontinuation of services can negatively affect access to health care during a rural community. People in rural areas who get sick with COVID-19 have fewer hospitals to treat them. Compared with urban hospitals, rural hospitals are smaller, have a better proportion of medical care physicians and a lower proportion of board-certified physicians on their medical staffs, have fewer medical care beds, and are less likely to possess contracts with health maintenance organizations and preferred provider organizations.

COVID-19 Community Vulnerability Index
Community-level social disadvantage and vulnerability to disasters can influence the incidence of COVID-19 and its adverse outcomes in several ways. for instance , lower socioeconomic status (SES) is related to poor health care access, which can increase risk for adverse health outcomes. Labor inequalities, lack of workplace protections, and household overcrowding may decrease the power to stick to social-distancing guidelines. Additionally, racial/ethnic minorities and immigrants are less likely to possess access to appropriate and timely health care. Evidence suggests that these inequalities contributed to disease spread and severity during the H1N1 influenza pandemic

The CCVI, developed by the Surgo Foundation (4), are often wont to identify which communities may have the foremost support during an epidemic or similar public health emergency. CCVI scores home in value from 0 to 1, with higher scores indicating greater vulnerability. A given geographic unit — for instance , a census tract or county — is ranked relative to all or any similar units across the country on the idea of 6 themes: 1) SES, 2) household composition and disability, 3) minority status and language, 4) housing type and transportation, 5) epidemiologic factors, and 6) health care system factors. The score generated can then be wont to designate A level of vulnerability. Each designation corresponds to a quintile of that geographic unit type within the us . for instance , a county score of 0 to 0.20 would correspond to very low vulnerability compared with all other US counties, a score of 0.21 to 0.40 would correspond to low vulnerability, then on through the last category of very high vulnerability and a score of 0.81 to 1.
